Meta Business Agent: Meta's own AI agent on your WhatsApp number, and what it takes over
Meta now offers its own AI agent for business numbers, set up inside the WhatsApp Business app or, for a number on the WhatsApp Business Platform, through Meta's developer tools. You give it your business information, FAQs, website and files, tell it how to speak, connect it to your booking or order systems, and it answers customers around the clock. On the Platform, switching it on has a consequence Meta states plainly: the agent becomes the first responder on your number, and whatever system answered before moves to standby until a conversation is handed to it. Here is what Meta's pages say it does, how each route works, who qualifies, and what to settle before turning it on.

What Meta Business Agent is
Meta's overview describes an AI agent you configure rather than build: it handles customer conversations on WhatsApp in your brand voice, and you decide what it knows, how it responds and what it may do. It is a different product from Muse, Meta's personal AI agent, as the guide to Muse and Meta Business Agent explains.
- Knowledge
- Business information, FAQs, websites and files. The agent answers from your content, not from the open internet. When Meta cannot read a website, it reports why, for example that the site was unreachable or that the site's own settings blocked crawlers.
- Instructions
- Tone, priorities and brand voice, set by you. Meta's guides cover agents for support, lead generation, bookings, a single purchase and after-sales. Meta reviews each instruction automatically; one that asks for or refers to sensitive personal information, such as a date of birth or a national ID, is blocked and never applied until it is edited.
- Connectors
- Your own systems, so the agent can act: check stock in a catalog, book an appointment, confirm a payment, look up an order.
- Handoff
- Meta says the agent starts a handover by itself when it detects a signal such as low confidence, what Meta calls an integrity violation, or a customer asking for a person, and that a business does not configure those triggers. The business can set the message the customer sees just before a handover, or let the agent write one for each conversation. Control then passes to your own system and back, so a person or your existing software takes the thread when the agent should stop.
- Updates it sends
- When something changes in your systems, such as a payment received, an identity check passed or an order shipped, your system can tell the agent with a short description, and the agent tells the customer in its own words. Meta calls these agent events. They only reach customers who already have a conversation with the business.
- Testing and insights
- Test messages that never reach a real customer, evaluation of the agent's answers, and reports on conversations, turns and the tools it called.
Meta also points to the agent for replies to promotions. When an Ads Manager campaign sends WhatsApp promotions beside its Facebook and Instagram ads, Meta's marketing messages page lists three ways to answer the replies: Meta Business Agent, Inbox in Meta Business Suite, or the routing of a provider the business already uses. That placement is explained in the Ads Manager placement guide.
What else Meta's June newsroom post said
On the WhatsApp Business app
Meta's WhatsApp Business site describes a route that needs no developer: the agent switched on inside the WhatsApp Business app on the phone. Meta says it is available to eligible businesses in select markets, with more markets to follow.
- Switching it on
- With the number registered in the app, open Tools, choose Meta Business Agent, sign in, link the account if asked and tap Confirm. Its settings stay under Tools afterwards.
- What it learns from
- The business's Facebook Page, its past WhatsApp chats and its website, if it has one. Product catalogs and price lists can be added, and Meta says it keeps learning once it is on.
- Who it answers
- Everyone, only new customers, or only customers who arrive from an ad. The owner chooses.
- Handing over
- Topics can be marked for the agent to pass to the owner, and the owner can step into any chat. Meta says the agent learns from the conversations the owner takes over.
- Testing first
- The owner can chat with the agent as a customer would, review its answers and rewrite any that are wrong before customers see them. Meta says replies can also be edited and rewritten from the chat after it goes live, and the agent learns from the corrections.
- Meta's own tips
- Let it learn from past conversations; keep the business information and product descriptions complete and current; upload any FAQs or documents; pick the popular products or services it should recommend; and use it for the frequently asked questions while the owner steps in on the high-value conversations. Meta also lists support for more than one language.
- A morning briefing
- Meta's June 2026 announcement said the agent can also catch the owner up each morning on chats missed overnight, with insights on the conversations, starting with a select number of businesses on the WhatsApp Business app, Instagram, Messenger and Meta Business Suite.
- Being found by name
- The same announcement said people would be able to find businesses that use the agent by typing the business's name in WhatsApp's search bar, or when its number or contact card is shared in a chat.
Meta's FAQ lists what it can answer: opening hours and location, products and services, prices, discounts, payment and shipping. It can also recommend products and ask customers questions on the business's behalf. Meta notes that some features may not yet reach every eligible business.
On the app, Meta's Meta One page says the free app includes a monthly allowance of agent responses and that Meta One plans add more; the Meta One guide covers the subscription.
Who qualifies on the Platform
For the Platform route, Meta's overview lists the conditions a number must meet. All of them apply at once.
- A supported line of business
- Meta excludes finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services. Everything else is in, provided the account has a valid business category set.
- A number on the Platform
- For this route the number must belong to a WhatsApp Business Platform account, directly or through a provider. A number in the WhatsApp Business app uses the app route above instead.
- In good standing, in an eligible country
- Neither the account nor the business may be restricted or banned, the business must be based in a country Meta has authorised, and it must meet Meta's trust and verification requirements.
- No other AI agent on the number
- An active authorised AI-agent integration on the number blocks Meta Business Agent. One agent per number.
Meta adds that other account and integrity conditions can affect eligibility, and that its eligibility check is the final word for any specific number. What Meta's wider rules mean for two of the excluded lines of business is in the clinic guide and the finance guide.
What switching it on changes
Meta's own warning
- The agent becomes the first responder
- New conversations on the number's messaging entry points go to the agent. The system that answered before moves to standby, sees the traffic through a separate standby feed, and does not own the conversation unless it is handed one.
- Calls are untouched
- Incoming-call routing stays as it was. Thread ownership for messages and routing for calls are separate.
- Ownership follows the customer's last move
- A conversation belongs to whichever responder received the customer's message. After 24 hours without a customer message it goes idle, and the next message is routed afresh. A click on an ad or a tap on a template button re-routes it immediately.
- Taking a conversation back
- Meta's thread control page lets the connected system hand a conversation back to the agent, pass it on, or take it from the agent. Taking it is reserved for the escalation partner the business has set up, which is the system its team works in.
- Templates never need ownership
- Marketing, utility and authentication templates can be sent by any system on the account, whoever owns the thread, and sending one changes nothing about ownership. Ordinary replies inside the window can be sent only by the owner; a reply from anyone else is rejected.
Meta asks businesses to identify every partner and integration on the number, send each one its readiness material, and enable the agent only after all of them have confirmed they can handle the standby feed and ownership changes. For a business that runs a system like ours, that means agreeing in advance which conversations the agent hands over, and when.
Going live, and what it costs
- Accept Meta's Business Agent terms for the account. Meta's quickstart says nothing works until the WhatsApp Business account has accepted them.
- Test with an allow-list first. Testing through Meta's test interface never reaches a WhatsApp user, and testing with a short list of named people needs no payment method.
- Attach a payment method to go live for everyone. Meta requires it before the agent can be enabled for all customers. Meta's WhatsApp Business FAQ adds that the agent is billed as one token-based charge covering both delivering the messages and the agent's work, and that Meta bills the business directly even when a provider connects the number. Neither page gives a figure; the guide to how Meta charges covers the other message categories.
- Then roll out. Meta's setup ends with subscribing your app and webhooks and turning the agent on through its rollout setting. The 24-hour window and the opt-in rules apply to the agent exactly as they apply to a person.
- Keep an eye on cost, and a way back. Meta's changelog adds a usage report that shows billable messages, billed tokens and charges over a date range, by hour, day or month. It also keeps a history of the settings each number has run, so a provider can return the agent to an earlier version, or copy one from another number on the same WhatsApp Business account. A 5 October 2026 entry adds that a number can hold changes to its agent for approval, and that the provider can read whether they are still under review and the instructions the number will use once they are approved. Meta's budget page adds a ceiling: a cap on the agent's token use across the business account, or on its turns in each conversation, over a rolling 1, 7, 14 or 30 days. Several caps can run at once and the first one reached applies. At the cap the agent finishes the reply it is writing, stops answering new messages and hands conversations to a person through the routing it already has, then resumes as the window moves on. With no cap set, Meta says usage is unlimited.
Questions
Can Meta's AI agent connect to our other business software?
Meta's newsroom post of 3 June 2026 said the Meta Business Agent Platform connects the agent to hundreds of other systems so it can take action for the business, with controls and measurement for larger businesses. Our reading: which systems your own setup can reach depends on the route you use, so check Meta's current documentation for it.
Do changes to our Meta AI agent's instructions take effect straight away?
Not always. Meta's changelog entry of 5 October 2026 describes changes a phone number holds for approval, which a provider can read along with their review state and the instructions the number will use once they are approved.
Can Meta's AI agent answer replies to WhatsApp promotions from our Ads Manager campaigns?
Meta's marketing messages page lists Meta Business Agent as one of three ways to handle those replies, beside Inbox in Meta Business Suite and a provider's routing.
How many businesses use Meta's AI agent?
Meta said at its Conversations event in London on 3 June 2026 that more than one million businesses were already using Meta Business Agent on WhatsApp and Messenger to answer customers around the clock.
Can we decide when the agent hands a conversation to us?
Partly. Meta says the agent hands over by itself in some cases, such as when it is not confident or the customer asks for a person, and those triggers are not set by the business. The business can tell the agent which topics go to its team, choose the message sent just before a handover, and step into any conversation from its own system, then hand it back.
Is this the same as adding a chatbot to our number?
It is Meta's own agent, configured inside Meta's platform rather than built by a developer, and it takes the first-responder position on the number. A chatbot built into your own system is one of the integrations that moves to standby when the agent is switched on.
Can we keep our current system and add the agent?
Yes, if the system can work as a standby responder and accept handoffs. Meta's guidance is to confirm that with whoever runs it before enabling the agent, not after.
Our clinic wants it. Do we qualify?
For the Platform route, Meta's overview excludes health, along with finance, government, alcohol, gambling, over-the-counter drugs and matrimony services, so a clinic's Platform number is not eligible as of the pages we read. The app page lists no exclusions; whether the option appears under Tools in the app is the practical test.
Can we use Meta Business Agent on the WhatsApp Business app?
Yes, where Meta has made it available: open Tools, then Meta Business Agent. No developer is needed. It learns from your Facebook Page, past chats and website, and you choose whether it answers everyone, only new customers or only customers from ads.
Can we tell the agent which products to recommend?
Yes. Meta's own tips for the app say to pick popular products or services for the agent to recommend, so it steers customers towards what matters most to the business.
Can we see what the agent has cost so far?
On the Platform, yes. Meta's changelog of 28 September 2026 added a usage report showing billable messages, billed tokens and charges for a date range, by hour, day or month.
Can we put a ceiling on what the agent costs?
Yes. Meta's budget page lets a cap be set on the agent's token use, or on its turns in each conversation, over a rolling 1, 7, 14 or 30 days. When a cap is reached the agent finishes its current reply and hands conversations to a person until the window moves on. Without a cap, Meta says usage is unlimited.
Who do we contact when the agent gets something wrong?
Meta's support page, added on 22 September 2026, says businesses served through a Tech Provider or Solution Partner should contact their provider, while enterprise developers open a support ticket with Meta. Agent settings and conversation history are tied to the WhatsApp number, so have it ready.
Our system told the agent about an order, but the customer heard nothing. Why?
Meta lets a connected system check each update it sends, and lists the reasons one can fail: the agent is turned off for that number, it is briefly unavailable, billing is not set up (a payment method is missing or account details are incomplete), the customer is outside the agent's audience, the update's text was declined, or someone else currently owns the conversation. The customer must also already have a conversation with the business.
What does Meta charge for the agent?
Meta's WhatsApp Business FAQ says the agent is billed as one token-based charge covering message delivery and the agent's use, charged by Meta to the business directly, even through a provider. On the Platform a payment method must be on the account before it goes live for everyone. No page we read gives a figure, so ask Meta for current terms before planning around one.

Weighing Meta's agent against a system your team actually runs?
We set up a business's WhatsApp number on a proper system that can answer first, or stand by and take the handoff when Meta's agent needs a person. Either way every conversation, and every ownership change, is in one place the business owns. A short call is the easiest way to see which arrangement fits your business.
