WhatsApp for a finance business: what Meta's rules say about lending, currency, card numbers, codes and AI agents
Banks, insurers and other finance businesses message customers on WhatsApp every day, but Meta's rules single out some financial products, forbid asking for card and account numbers, decide which template may carry a login code, and keep Meta's own AI agent away from finance. Here is what Meta's pages say.

What Meta's policy prohibits
Meta's WhatsApp Business Messaging Policy prohibits buying, selling or promoting real, virtual or fake currency, including coin offerings and binary options; payday loans, paycheck advances, peer-to-peer lending, debt collection and bail bonds; and real money gambling and gaming. Meta says these prohibitions apply whatever licences a business holds. The policy does not explain how its currency line applies to a licensed money exchange, so an exchange business should ask Meta directly rather than assume either way. The rest of the list is in the guide to what a business may not sell or promote.
Numbers you must not ask for
The same policy says not to share, or ask customers to share, full payment card numbers, financial account numbers, personal ID card numbers or other sensitive identifiers. Meta's own template examples show the safer pattern: a fraud alert that names a card only by its last four digits.
Codes, alerts and statements
- One-time passcodes
- Meta's template rules say only authentication templates may carry a code that verifies a person's identity; marketing and utility templates cannot.
- Fraud and security alerts
- Meta lists fraud awareness under account or product protection, among the use cases it treats as essential to the customer, provided the message has no promotional intent.
- Offers and new products
- A message promoting a card, loan or policy is marketing, which needs the customer's agreement to receive offers.
Codes are covered in the one-time passcode guide and how to keep them safe in the login code safety guide.
AI agents
Meta's overview of Meta Business Agent, read on 6 October 2026, lists finance first among the lines of business it does not support, together with government, health, alcohol, gambling, over-the-counter drugs and matrimony services. As of that reading, a finance business's number on the WhatsApp Business Platform is not eligible for Meta's agent. Meta says its eligibility check is the authoritative test for a specific number.
