A Meta business portfolio for your WhatsApp: what it holds, who can get in, and when you need one
A business portfolio is the container where Meta keeps a business's Pages, ad accounts and other assets, and the list of who may touch them. Many WhatsApp steps assume you already have one. Here is what Meta's Help Center says it holds, when WhatsApp needs it, how to create one and who can be let in.

What a portfolio is
Meta's Help Center describes a business portfolio as the place an organisation brings its Facebook Pages, Instagram and Threads accounts, ad accounts, catalogs and other business assets together, so it can manage them, and the people who can reach them, from one place in tools such as Meta Business Suite.
- What it helps with
- Seeing every asset in one place, giving each person only the access their job needs, running ads across Facebook, Instagram and Threads, shops, working with agencies and consultants, insights across accounts, and a Security Center that points out risks.
- What needs one
- Meta lists using Meta Business Suite, monthly invoicing, ads about social issues, elections or politics, verifying a website domain and keeping a publisher block list.
- One home per asset
- Meta says a business asset can belong to only one business portfolio, which is why moving a Page or an ad account between portfolios is a deliberate step, not a copy.
Meta Business Suite is where most owners meet the portfolio. Meta's Help Center describes it as a platform it does not charge for, which uses a business portfolio to manage the business's assets and the people who reach them. Its Inbox shows messages and comments from the Facebook Page, Messenger, Instagram and the WhatsApp Business account in one place, with automatic replies for common questions; its All tools menu leads to Ads Manager, Business Support Home and Billing & payments; and it works on desktop and as a mobile app. Answering WhatsApp there is covered in the Business Suite inbox guide.
Where WhatsApp comes in
Meta's pages tie the portfolio to WhatsApp in three places.
- Getting a Platform account. Meta's article on WhatsApp Business Platform accounts gives three routes: a business building for itself creates the account through Meta's developer documentation; a provider that builds for clients creates it with a business portfolio; and a business a provider is helping creates it through that provider's sign-up flow.
- Connecting a number. Meta's article on connecting a phone number to a WhatsApp Business account lists creating a business portfolio as the first thing to do before you begin.
- Ads that open WhatsApp. Meta says these can be made once the WhatsApp number is connected either to the business's Facebook Page or to its business portfolio. More in the click-to-WhatsApp ads guide.
When a provider creates the account for you
Creating one
- Open Meta Business Suite. Log in with your Facebook profile or a managed Meta account, open the dropdown menu below Home at the top left, and choose Create a business portfolio.
- Name it after the business. Meta says the name should match the public name of the business, because it is visible across Meta, and it cannot contain special characters.
- Give a business email. If you are logged in with a Facebook profile, enter your first and last name and a business email. Meta uses that email to contact you about the business and says customers do not see it. You then confirm it from the email Meta sends.
The person who creates it gets full control and can then add Pages, Instagram accounts, ad accounts, apps and pixels. Meta adds a few limits: one person can create up to two portfolios but can belong to any number; a new portfolio may not have every advertising feature at first, and Business Support Home shows what it has and what to do for the rest; and your contact information is visible to the people you add.
Who can get in
Meta's Help Center names three kinds of user, and the difference matters.
- People
- Individuals added to the portfolio. Their access is set in two layers: what they can do in the portfolio itself, and which assets they may work on.
- Other businesses
- Agencies or clients you work with. They must have their own business portfolio, and you share specific assets with it rather than adding their staff one by one.
- System users
- Accounts that stand for servers or software calling Meta's systems for the portfolio's assets. Meta notes that not every account has them.
Our reading: the business should own its own portfolio
Questions
Can a provider create our WhatsApp Business account in its own portfolio?
Meta's article for providers describes creating the account for a client; the client must accept the request and have a complete business profile. Meta says moving that account into the client's own portfolio later is only available to select businesses, so ask which portfolio will own it first.
How does Meta Business Suite relate to the business portfolio?
Meta describes Business Suite as the tool that uses a business portfolio to manage the business's assets and people. Its Inbox brings Facebook Page, Messenger, Instagram and WhatsApp Business account messages together, and Meta says it does not charge for it.
Do we need a Meta business portfolio for WhatsApp?
For the WhatsApp Business Platform, Meta's article on connecting a number lists creating a business portfolio as the first step, and ads that open WhatsApp need the number connected to a Facebook Page or to the portfolio. Meta also requires a portfolio to use Meta Business Suite.
How many business portfolios can one person create?
Meta says a person can create up to two business portfolios, and there is no limit on how many they can belong to.
Can a Facebook Page or ad account be in two portfolios?
No. Meta says a business asset can belong to only one business portfolio.
Will customers see the email we give when creating the portfolio?
Meta says the business email is used to contact you and is not visible to customers. Your contact information is, however, visible to people you add to the portfolio.
Should our agency create the portfolio for us?
Our reading is no: create it in the business's own name and give the agency access as another business, which Meta says must have its own portfolio, so access can be withdrawn without moving assets.
