Ads that click to WhatsApp: what Meta tells you about each lead, and the 7 days it does not charge

An ad on Facebook or Instagram with a WhatsApp button is one of the cheapest ways a business in the Gulf gets a customer talking. Meta calls these ads that click to WhatsApp, and its pages say two things about them most owners never hear: each chat arrives carrying the ad that produced it, and answering in time opens up to 7 days in which Meta does not charge for the messages that follow. Both are easy to lose. Here is what Meta's pages say, and how to set a number up so neither is wasted.

What arrives with an ad lead

When a customer taps the ad and sends the message it prepares, Meta attaches a description of the ad to that message. A system that keeps it knows which ad started every conversation, without asking the customer how they heard of you.

Which ad it was
The ad's identity and link, its headline and main text, whether it was an image or a video ad with a link to that image or video, and the greeting the customer saw when the chat opened.
The click itself
An identifier for the tap on the ad, which is what lets a later sale be matched back to that ad. Meta leaves it out when the ad was shown in WhatsApp Status.

Throw it away and the ad looks worse than it is

A system that keeps only the customer's words leaves the business judging each ad by how many chats it started, not by what those chats bought. How Meta matches sales to messages is in the conversion measurement guide.

The 7 days Meta does not charge

How the window opens
The customer writes from the ad on WhatsApp for Android or iPhone; Meta's page says its desktop and web apps do not count. That opens the usual 24-hour window. If your business answers inside those 24 hours, that answer is not charged, and it opens what Meta calls a free entry point window, counted from the moment you answered.
What it covers
For up to 7 days, Meta does not charge for marketing, utility, authentication or service messages to that customer. Messages written by Meta's own Business Agent are the exception: Meta still charges for those inside the window.
Answer late and it never opens
The window depends on an answer inside the first 24 hours. A lead left waiting longer gets ordinary charges from then on.
One window per customer, not per account
Meta tracks the window for the business and the customer together. If more than one Messaging account sends on the same number, all of them share it, not only the one that paid for the ad.

Meta's own pages give two lengths

Meta's Business Help Center article on WhatsApp billing, read on 8 October 2026, describes this period as 72 hours, opened when the customer messages from the ad, and also counts a customer who writes from a Facebook Page's action button. The developer pricing page this guide follows says up to 7 days, counted from your answer. Our reading: until Meta's two pages agree, plan follow-ups on the shorter figure and ask your provider which one its invoices reflect.

How this sits beside every other charge, including the monthly allowance of service messages, is in the pricing guide; the 24-hour window itself is explained in the 24-hour window guide.

Setting a number up for ad traffic

  1. Connect the number before the ad. Meta's Ads Manager article says these ads can be made once the WhatsApp number is connected either to the business's Facebook Page, with you as an admin of that Page, or to its business portfolio. The steps then differ by the objective you pick: awareness, traffic or engagement, leads, or sales.
  2. On the Platform, request the Page connection. Meta's Business Help Center says the request starts on the business's Facebook Page, not a personal profile: Settings, then Linked accounts under Permissions, then View next to WhatsApp. Enter the Platform number, have a code sent to it on WhatsApp, enter the code and confirm. The request then goes to the business that owns the number. That is the provider when the provider owns the account on your behalf, and your own business when you signed up through a provider's sign-up flow. Someone with full control of that business portfolio approves or declines it from Requests in Settings. Once approved, the number is shown to everyone who messages you from the ad's button.
  3. Staff the hours the ad runs. The 24-hour clock decides whether the 7 days open at all. An ad left running over a weekend nobody covers loses the window for every lead that waits more than a day.
  4. Give the ad its own welcome. A welcome message sequence, with a greeting, a prepared first message and a few common questions to tap, can be attached to the ad. Meta notes that a sequence linked to an active ad cannot be deleted. The details are in the ice breakers and welcome messages guide.
  5. Decide who answers ad leads. Meta's conversation routing treats a chat from an ad as its own entry point, so ad leads can go to a sales team or system while everyday questions go elsewhere. The routing setup guide shows where that is set.
  6. Keep the ad with the customer record. Store which ad and which click started the chat beside the customer, so a sale weeks later can still be credited to the ad that earned it.
  7. Keep the ad running. Meta lists four habits that help stop these ads being flagged: show what the business really offers, use good images, act on what customers say, and message only people who asked to hear from you. If Meta rejects an ad you think was fine, you can edit and resubmit it, or ask for another review from Account Quality in your ad account.

When the number belongs to another business

If the connection fails with a message that the number is already linked to another Facebook business, Meta's troubleshooting article says someone with full control of that business portfolio has to remove the WhatsApp account from it first: in Meta Business Suite, Settings, then WhatsApp accounts, the account's menu, and Remove from business portfolio. Then try the connection again. Our reading: if your provider owns the account, both the approval and any removal sit with the provider, so ask them to watch for your request.

Some places report less

The same article warns that certain messaging-related metrics, ad campaigns and organic messaging features are unavailable for businesses and ads delivered to and from Europe, Japan and South Korea. Our reading: if your ads reach customers there, expect Ads Manager to show fewer messaging numbers for those chats, so the ad stored beside each customer record matters more.

If an ad is rejected

Meta's troubleshooting article for rejected ads says the business gets an email with a link to Business Support Home, where the reason is shown. From there it can edit the ad, which sends it back to review automatically, make a new ad, or ask for another review if it thinks the rejection was wrong. Deleting the rejected ad may lose the chance to ask for that review, and editing or deleting it does not remove the violation from the account; a rejection that is overturned does not count as one. Meta says it leans more on human reviewers for these second reviews and aims to decide within 48 hours. If the rejection is reversed and the campaign is active, the ad starts running again by itself; if it is rejected again, that ad cannot be sent for another review. Severe or repeated violations can lead Meta to restrict the business from advertising. Our reading: ask for the review before deleting or rebuilding a WhatsApp ad you believe was fine.

When people have seen the ad too often

Meta's help article on creative fatigue says Ads Manager watches for an audience seeing the same picture or video too many times, counting recent showings from the Page's other campaigns too, for ad sets with a single creative. If it predicts fatigue in the first seven days, it warns before the ad is published. Once the ad runs, the Delivery column shows Creative limited when the cost per result is above the business's past ads but less than double, and Creative fatigue when it is double or more. Meta's suggestions are a new ad with a clearly different picture or video, noting that keeping the original running may give better results than pausing it, or a wider audience. A third suggestion, automatic variations of the ad, is limited to traffic or sales campaigns that send people to a website. Our reading: for an ad that opens WhatsApp, the fix is a fresh picture or video, or a wider audience.

Making the ad look like a chat

Meta's page on ads that click to message gives a few set-up habits. Make it plain that a tap opens a conversation, with signs of messaging in the text, pictures and button, such as Send message or Chat now. Use square or vertical images and videos. Say what the customer gains by starting the chat, so they know what to expect. Then greet them with something that invites a reply, or send an automatic answer that gives the hours someone is there to chat or answers common questions. Our reading: the ad and the first message are one promise, so the welcome should deliver what the ad said the chat was for.

Questions

What should an ad that opens WhatsApp look like?

Meta's advice is to make it plain that a tap opens a chat, with messaging cues and a button such as Send message or Chat now, to use square or vertical images and videos, and to say what the customer gains by starting the conversation.

Our WhatsApp ad shows Creative fatigue. What does that mean?

Meta's help article says the audience has seen the same picture or video too often and the cost per result has reached double that of the business's past ads; Creative limited means it is higher but less than double. Meta suggests a new ad with clearly different creative, or a wider audience.

Should we delete a rejected ad and start again?

Not before deciding on a review. Meta says deleting a rejected ad may lose the chance to request another review, and that editing or deleting it does not remove the violation from the account. A rejection overturned on review does not count as a violation.

Who approves the request to connect our Facebook Page to our WhatsApp number?

Meta's Business Help Center says the request goes to the business that owns the number: the provider, if it owns the account on your behalf, or your own business, if you signed up through a provider's sign-up flow. Someone with full control of that business portfolio approves or declines it from Requests in Settings.

What do we need before we can make an ad that opens WhatsApp?

Meta's Ads Manager article says the WhatsApp number must be connected either to your business's Facebook Page, with you as an admin of that Page, or to your business portfolio. After that, the steps depend on the objective you choose: awareness, traffic or engagement, leads, or sales.

Is the uncharged period after an ad 72 hours or 7 days?

Meta's pages disagree. Its developer pricing page says up to 7 days, counted from the business's answer inside the first 24 hours. Its Business Help Center billing article, read on 8 October 2026, still says 72 hours from the customer's message. Our reading: plan on 72 hours until the two pages match, and check your provider's invoice.

Do we pay Meta for answering people who come from our WhatsApp ads?

Not if you answer inside 24 hours and the customer wrote from the WhatsApp phone app. That answer is not charged, and it opens up to 7 days in which Meta does not charge for messages to that customer, except messages written by Meta's Business Agent. The ad itself is paid for separately.

Can we see which ad a WhatsApp chat came from?

Yes. Meta attaches the ad's identity, headline, text and media to the message the customer sends from it. Your system has to keep that information for you to see it.

Does it work when the customer taps the ad on a computer?

Meta's pricing page says the 7-day window applies only when the customer writes from WhatsApp for Android or iPhone; its desktop and web apps are not supported.

Meta rejected our WhatsApp ad. What can we do?

Meta gives two routes: edit the ad and submit it again, or ask for another review. For a review, log in to the ad account, open Account Quality, select the rejected ad or ads and click request review, if the button is there.

Our ads also run in WhatsApp Status. Is anything different?

The chat still arrives with the ad's details, but Meta leaves out the click identifier for ads shown in WhatsApp Status.

Running ads that open WhatsApp?

We set up a business's WhatsApp on a proper system that keeps the ad behind every chat, routes ad leads to the people who sell, and answers in time to open Meta's 7-day window. A short call is the easiest way to see whether it fits your business.
