Who sees your WhatsApp ad when Meta's AI picks the audience: suggestions, hard limits and what switches it off
When you build an ad that opens WhatsApp, most of the audience you describe is now a hint to Meta's AI, not a fence. Meta can show the ad to people outside it when it expects better results. A few settings stay hard limits. Here is what Meta's Help Center says is a suggestion, what is a control, and which choices quietly switch the AI audience off.

Suggestions and controls
Meta calls it Advantage+ audience. Meta says it is applied automatically when it is available, and that with the Sales, App promotion or Leads objective the Audience section shows Advantage+ on, which is the same thing. Meta says it typically gets better results than the original audience options because its AI is not limited to people who match your selections. Most of what you enter is shared with the AI as a suggestion: the ad goes to people who match it, and to other people when Meta expects that to improve results, but never outside your controls.
- Location (control)
- Meta shows the ad to people who live in, have recently been to, or often go to the places you pick, and not beyond them unless Reach more people likely to respond to your ads is on. Meta says that option may be on by default when you pick a city or region.
- Minimum age (control)
- For goods or services that cannot legally be sold to younger people. With Advantage+ audience it cannot be set under 18, or older in some countries, and Meta says a minimum age you set cannot be overruled.
- Excluded custom audiences (control)
- For example, current customers in a campaign meant to find new ones. Meta says exclusions are always treated as controls, even when Use as a suggestion is ticked. Lookalike audiences cannot be excluded with Advantage+ audience.
- Languages (control)
- Listed by Meta under Show more controls, for when you want to include only some languages.
- Age, gender, included custom audiences and detailed targeting (suggestions)
- Added under Suggest an audience. Meta shows the ad to people matching them and to others when it expects better results.
Our reading: location is the fence that matters for chats
Reach more people: on by default for a city
Drawing the area: places, a radius, and no guarantee
Turning a suggestion into a hard limit
Meta keeps the older, strict settings behind Further limit the reach of your ads. There you can untick Use as a suggestion for age, gender and included custom audiences, so the ad stays inside them. Meta asks advertisers to remove a suggestion only when the business needs it, and warns that unticking it may mean you are no longer using Advantage+ audience: the Audience section then shows Advantage+ off.
Two more details from Meta's pages. If you duplicate an old campaign that did not use Advantage+ audience and choose Recommended setup, Advantage+ audience is applied automatically. And Ad account settings can limit where ads are shown for every campaign at once, which our guide to Advantage+ in WhatsApp ads covers with the rest of Meta's automatic choices.
Older settings that also reach past your list
Advantage+ detailed targeting. When your detailed targeting is used as a suggestion, Meta's system may show the ad to more people than your interest and behaviour selections, when it believes they are likely to bring more or cheaper results. Meta says it does not apply to location, age or gender, and that your exclusions and your age, gender, location and language selections still apply. Once an audience is widened this way, the estimated audience size does not show everyone who meets your targeting.
Advantage+ lookalike. A lookalike audience is built from people you already have, such as a customer list. Meta says Advantage+ lookalike is switched on automatically for new, duplicated and draft campaigns that use lookalikes made from mobile, website or customer list audiences, and lets the ad go beyond the percentage you chose when that is likely to improve results. Meta says lookalikes are limited or unavailable for some ads about financial products, jobs or housing.
Advantage+ custom audience. A custom audience is a list you bring, such as past customers or people who visited your website. Used as a suggestion, Meta says it guides delivery instead of strictly limiting it, and the ad may reach people beyond it when Meta thinks that is likely to improve results. Meta says your other controls, such as Locations, Minimum age and Languages, still apply. For audiences that include people under 18, or older in some countries, Meta limits targeting to location, age and gender, so custom audiences and lookalikes cannot be used to reach them.
What the scores do not promise
Questions
Can we show our WhatsApp ad only to people near our shop?
Meta's page on location targeting says you can choose a location radius at the ad set level, under Audience, then Locations. Meta also says complete accuracy is not guaranteed, so a few people just outside the area may still see the ad and message you.
Will Meta show our WhatsApp ad to people outside the audience we chose?
It can. With Advantage+ audience, which Meta applies automatically when it is available, age, gender, included custom audiences and detailed targeting are suggestions, and Meta shows the ad to other people when it expects better results. Location, minimum age, excluded custom audiences and languages are controls, and Meta says the ad stays inside them.
Can we stop the ad reaching people outside our city?
Yes, but check one switch. Location is a control, and Meta shows the ad to people who live in, have recently been to, or often go to the places you pick. When you pick a city or region, Meta says Reach more people likely to respond to your ads may be on by default, which adds people in the same country who have shown interest in that place. Switch it off if you only want people who are actually there.
How do we switch Meta's AI audience off?
Choose Further limit the reach of your ads and untick Use as a suggestion for age, gender or included custom audiences. Meta says the Audience section then shows Advantage+ off, and asks advertisers to do this only when the business needs it.
Will an ad aimed at our past customers reach only them?
Not if the customer list is used as a suggestion. Meta's Help Center says Advantage+ custom audience lets the list guide delivery instead of strictly limiting it, so the ad may reach other people when Meta expects better results. Location, minimum age and language controls still apply. To keep the ad inside the list, untick Use as a suggestion under Further limit the reach of your ads.
Does a high opportunity score mean the ads will work?
No. Meta's pages say an opportunity score, including a high one, does not reflect actual or future performance and does not guarantee it.
