WhatsApp policy violations: the warning-to-ban ladder, what counts, and how to appeal
A WhatsApp business account that breaks Meta's messaging or commerce rules is not switched off at once. Meta's page describes a ladder: a warning first, then template-sending blocks of a day or three, then blocks on all messaging of five, seven or thirty days, then an indefinite lock that only an appeal can lift, and finally removal from the platform. Severe harm skips the ladder. Here is what counts as a violation, where you see it, and how an appeal works.

This is not the quality rating
Enforcement applies to repeated breaches of three documents: the WhatsApp Business Messaging Policy, the WhatsApp Commerce Policy and the WhatsApp Business Terms of Service. Meta's own examples of the behaviour that starts the ladder are spam, templates filed under the wrong category, and high-risk categories such as adult content, alcohol and tobacco, drugs, gambling and unsafe supplements. Excessive negative feedback from users can also lead to limits or removal.
The ladder
- A warning. With the policy named, examples of what is and is not allowed, what happens on repeat, and how to appeal.
- A 1 or 3 day block on templates. No marketing, utility or authentication templates, and no adding phone numbers to the account. Replies inside the 24-hour window continue.
- A 5, 7 or 30 day block on all messages. Nothing goes out, and still no new numbers.
- An account lock. An indefinite block on all messaging, removed only by a successful appeal.
- Permanent removal. If the business does not change after several warnings and blocks, it is disabled from the platform.
Meta adds that where there is evidence of severe harm to users, it names child exploitation, scams, terrorism and the sale of illegal drugs, the account is removed immediately, with no ladder.
What counts as a violation
Meta's violations page lists the categories a business can be cited under and says the list may change. Several catch businesses that consider themselves ordinary. Grouped, with Meta's own examples:
- Products you may not sell through WhatsApp
- Alcohol, including glasses and coolers; tobacco and e-cigarettes; weapons, fireworks and pepper spray; drugs and paraphernalia; real, fake or digital currency, including prepaid cards and cryptocurrency; unsafe supplements; animals, and products or services for animals such as grooming, boarding and veterinary care; human body parts or fluids, including hair extensions and blood donation.
- Healthcare and digital goods
- Medical devices, contact lenses, thermometers, test kits and nicotine patches are out, though manufacturers and healthcare services that do not sell directly are allowed. So are digital subscriptions, downloadable content, game accounts and digital coupons.
- Conduct
- Scams; misleading models such as multilevel marketing, payday loans and debt collection; dating services; gambling and paid games of skill; adult products and sexually suggestive positioning; counterfeits and pirated copies; devices for unauthorised streaming or jamming.
A pet shop, a pharmacy, a streaming reseller or a currency exchange is therefore not an ordinary case on WhatsApp, whatever it is elsewhere. The catalog guide notes that products in a connected catalog are checked against the same commerce policy.
Meta's WhatsApp Business Messaging Policy, last updated on 23 September 2026, carves out a narrow exception. On the Business Platform only, a business may message about over-the-counter drugs, alcohol or online gambling and gaming in the countries Meta lists for each, with the licences the law requires, checks on age and location, and never to anyone under 18; online gambling also needs Meta's permission first. It is never allowed on the WhatsApp Business app, and none of these may be sold through a catalog or other commerce feature. None of the three lists in that version includes the UAE, Saudi Arabia or any other Gulf country, so for businesses there the prohibition stands.
The same policy closes the Platform to some organisations altogether: political parties, politicians, candidates and campaigns, law enforcement, military and intelligence agencies, and companies selling political campaign services or election voting systems. Government bodies may use it, but only through a provider.
Where you see it, and how to appeal
- Business Support Home
- In Meta Business Suite: All tools, then Business Support Home, then Account Overview. Each violation shows the policy, examples, any active restriction, what a repeat would bring, and a Request Review button.
- Other notices
- A banner in WhatsApp Manager, the Business Manager notifications centre, an email to every admin listed in Business Manager, and a webhook to your system. Meta asks that admin details be kept current so the email reaches someone.
- The appeal
- Select the Messaging account in Business Support Home, choose the violation, click Request Review, add supporting details and submit. The decision arrives in Business Manager, typically within 24 to 48 hours, as Unchanged or Reversed. A reversed violation returns the account to its previous status.
- Not everything can be appealed
- Meta's page says some spam violations cannot be appealed, and the business may simply have to wait out the restriction.
Prevention, in Meta's words, is reading the two policies, subscribing to the account-update webhook so your system hears about a violation the moment it is recorded, and changing behaviour quickly. The template categories guide covers the misclassification Meta names as a trigger, and the opt-in guide the permission that keeps marketing from being spam.

Questions
Someone says they are from Meta and our WhatsApp account will be disabled. Is it real?
Meta's Business Help Center says you can confirm whether such an email, text or call is genuine in the account overview of Business Support Home, which lists any outstanding issues on your accounts. Our reading: open it yourself from Meta Business Suite rather than through any link in the message.
We got a warning. Is anything blocked?
Not by the warning itself. Meta's ladder starts with information; the first restriction, on templates for one or three days, comes with repeat violations. Open Business Support Home to see whether a restriction is active and what a repeat would bring.
Our number is blocked for seven days. Can customers still reach us?
Customers can still write to you; your account cannot send. A five, seven or thirty day block covers all outgoing messages, including replies inside the window. Plan the gap: a notice on your website and other channels, and a reply when the block lifts.
We sell pet food and grooming. Why were we cited?
Meta's violations page lists products and services for animals, including grooming, boarding and veterinary services, under its animals category. It is one of the categories that surprises ordinary businesses.
We are a UAE pharmacy. Can we message customers about over-the-counter medicine?
Not under Meta's Business Messaging Policy as last updated on 23 September 2026. The UAE is not among the countries where Meta allows messaging about over-the-counter drugs, and that messaging is never allowed on the WhatsApp Business app.
How long does an appeal take, and who decides?
Meta's team reviews the appeal against the policy and answers in Business Manager, typically within 24 to 48 hours. The outcome is Unchanged or Reversed; a reversal restores the account's previous status.

Want to hear about a violation before the second one lands?
We set up a business's WhatsApp number on a proper system that listens for Meta's account notices, keeps templates in the right category, and records every customer's permission, so a warning stays a warning. A short call is the easiest way to see whether it fits your business.
