Why Meta filed your WhatsApp template as marketing: the three categories, how Meta decides, and how to write one that stays utility
Every message template on the WhatsApp Business Platform is one of three things: marketing, utility or authentication. Meta decides which, by reading the words, and the decision sets what you pay for each delivery. Most surprises on the invoice come from a template the business thought was utility and Meta filed as marketing.

The categories, in Meta's words
- Marketing
- The flexible one. Awareness, offers, sales, renewals, retargeting, app promotion, birthday greetings, a new chatbot saying hello. Anything with promotional or persuasive intent lands here.
- Utility
- Follow-ups to something the customer did or asked for: an order confirmation, a delivery update, an account alert, a receipt, feedback on a specific order, a payment reminder for something already bought. It must be non-promotional and either specific to the customer or essential to their safety.
- Authentication
- One-time passcodes only. Meta's own Template Library templates, with a copy-code or one-tap button, no links, no media, no emoji, and short placeholders. Meta's business site lists where codes are used: opening a new account, recovering one, checking out, and confirming an existing order at delivery.
- Service (not a template)
- Meta's business site lists a fourth category: the business's replies to questions the customer started. Inside that conversation a reply can share what is in stock, recommend products, take an order or a booking, or arrange a payment or an exchange. These replies are not templates.
Why the category matters
The two tests a utility template must pass
Meta's page sets out two conditions, and a template needs both.
- It is non-promotional. No offer, no recommendation, no upsell, no attempt to renew. An order update that ends with a discount code for the next order is marketing, whatever the first sentence says.
- It is specific to the customer, or essential to them. Specific means it refers to their order, account, service or transaction. Essential means public safety, a service outage, a fraud warning, a product recall, a legal notice.
Three cases trip businesses up. A template with mixed content is marketing. A template whose content is unclear, a bare placeholder or a lone "Congratulations!", is marketing. And retargeting is marketing even when the customer asked for it: a reminder that an item is still in the basket, a nudge to finish an application, a subscription renewal.
- Feedback requests
- Utility only when they name the specific order, visit or chat they are about. A general survey is not utility.
- Moving a conversation to WhatsApp
- A message that continues a support request started on your website or phone line is utility, but only if the customer asked for the conversation to move.
- Opt-in confirmations
- Confirming that a customer has opted in, or out, of WhatsApp messages is utility.
What happens when you submit a template
You choose a category when you create the template. Meta checks the words against its guidelines and the template comes back in one of three states.
- Approved
- Meta agrees with your category and the template passed review. It can be used.
- Approved as marketing
- Since 9 April 2025, a template you submitted as utility that Meta judges to be marketing is not rejected. It is approved as marketing, and it is charged as marketing from the first send.
- Rejected for incorrect category
- Meta disagreed with the category. You can create a new template, edit the category and resubmit, or request a review.
The 60-day window
Meta can change the category later
Approval is not the end. Since 1 July 2024 Meta runs a recurring check on approved templates, and a template that no longer fits its category is moved, even one whose category a review had confirmed.
- Utility that should be marketing
- Meta gives one day's notice, then changes the category to marketing. The template stays approved and keeps working; it simply costs more. A business Meta has warned for category misuse gets no notice at all.
- Marketing or utility that should be authentication
- Meta gives notice, and on the first day of the following month the template is rejected and can no longer be used. Passcodes have to go through an authentication template.
Notice arrives three ways: an email to everyone with full control of the account, a banner in WhatsApp Manager under Message Templates, then Manage Templates, with a downloadable list, and an information icon beside each affected template that shows the new category and the date. If someone else runs your system, their software is told by webhook as well.
Writing a template that stays utility
- One job per template. The order confirmation confirms the order. The offer goes in a separate marketing template, sent only to people who opted in to offers.
- Put the specific detail in the body. An order number, a booking reference, an account ending, a delivery date. That is what makes the message specific to the customer.
- No persuasion. No "don't miss", no "upgrade", no "while stocks last", no link to a sale.
- Check the category after approval, not just the status. An approved template can be approved as marketing. The category is shown beside the template in WhatsApp Manager.
- Act on the notice emails. One day is the whole window for a utility template that Meta is about to move. The person with full control of the account should be someone who reads that inbox.
Questions
Our order update was approved, but as marketing. Why?
Since April 2025 Meta approves a mis-filed utility template as marketing instead of rejecting it. Usually the body carries something promotional: a discount, a recommendation, a link to a sale. Remove it and submit the message again as a new template, or request a review within 60 days if you believe the content is purely transactional.
Can we send the verification code in a utility template?
No. Meta says only authentication templates may carry a one-time passcode. A marketing or utility template found to be doing that is rejected on the first day of the following month.
The customer asked us to remind them. Is the reminder utility?
Not if it is retargeting. Meta's page says reminders to finish a purchase, renew a subscription or complete an application are marketing even when the customer requested them. A reminder about something they already bought, such as a delivery time or an appointment, is utility.
Is a payment reminder utility? And an abandoned-cart reminder?
Meta's utility page lists payment reminders and account alerts tied to a past purchase or subscription. Its marketing page lists reviving an abandoned cart and renewing a lapsed subscription as re-engagement marketing. A reminder about money already owed is utility; a nudge to buy is marketing.
Who decides the category in the end?
Meta does, when the template is created and again on its recurring checks. Meta's pricing page puts the responsibility for checking the assigned category on the business, and using a template accepts the charge for whatever category it carries at the time.
