Meta's per-person marketing cap on WhatsApp: why part of a campaign fails with one reason, and the 24-hour retry rule

A campaign goes out to a clean, opted-in list, and a slice of it fails with one identical reason: not delivered, to maintain healthy ecosystem engagement. Nothing is wrong with your number. Meta caps how many marketing messages each person receives from all businesses put together, and the cap moves with how that person has been treating marketing lately. Here is how Meta describes it, what counts, and the one rule about retrying that protects the rest of your campaign.

What the cap is

Meta's page says WhatsApp may limit the number of marketing template messages a person receives, from any business, in a given period, when that person is less likely to read and engage with them. The decision is made per person, from a changing view of their recent marketing read rate and how many messages they currently have waiting from friends, family and businesses. The limit adjusts on its own as their engagement changes. Meta's framing is that you may reach some people less during their quiet spells, but your ability to reach them when they are engaged does not change.

United States numbers

Meta's page also states that WhatsApp does not currently deliver marketing template messages to people with United States phone numbers at all, and that attempting it returns an error. A UAE or Pakistani business with American customers on its list should expect those marketing sends to fail every time.

What counts, and what does not

Every delivered marketing template counts
Yours and every other business's. A customer who receives promotions from ten shops may be at their cap before your message arrives.
A reply changes everything
If the person responds to a marketing message, a 24-hour customer service window opens, and marketing sent inside that window does not count toward their cap. A promotion that invites a reply, and gets one, buys you a day of unlimited conversation with that person.
Utility and authentication are untouched
The cap is specific to marketing templates. Order updates, reminders and codes are not held back by it, which is one more reason to categorise honestly.

Campaigns run from Ads Manager have a fixed limit of their own. Meta's Business Help Center says that when a campaign sends WhatsApp promotions as a placement beside its Facebook and Instagram ads, only one message can be sent to the same phone number every three days. Meta's pages do not say how that limit and the cap on this page work together. The placement is explained in the Ads Manager placement guide.

Meta's categories, and why a promotion dressed up as a utility message is still marketing, are explained in the template categories guide.

The retry rule

When a message is held back by the cap, Meta reports it as failed with error code 131049. Its instruction is plain: wait at least 24 hours before trying that person again. Resending sooner, Meta says, will most likely produce the same error again and will distort your campaign's delivery reporting. There is a penalty for ignoring this. If a Messaging account keeps resending to people who have reached their cap, several times within 24 hours, Meta may make further attempts to those people unavailable for up to 24 hours. Other customers are not affected.

A system that retries failures automatically needs to treat this code differently from a phone that was simply off. The failure reasons guide lists this code beside the others so the two are not confused.

Questions

A tenth of our campaign failed with 131049. Is our number in trouble?

No. That code is about the recipients, not your number. Each of those people had received as many marketing messages as WhatsApp will let them have for now, from all businesses combined. Your quality rating and messaging limit are separate matters.

If we resend tomorrow, will they all go through?

Some will. The cap is per person and adapts to each person's recent engagement, so a day later some are below it and some are not. Meta's only promise is that resending within 24 hours makes things worse.

Does the cap apply to the order confirmation we send after a sale?

Not if it is a utility template. Meta's page describes the limit as applying to marketing template messages. A confirmation that is really a promotion, categorised as marketing, is counted.

How often can an Ads Manager campaign send the same customer a WhatsApp promotion?

Meta's Business Help Center says only one message can be sent to the same phone number every three days when WhatsApp promotions run as a placement in an Ads Manager campaign.

Why did every send to our customers in America fail?

Meta's page says WhatsApp does not currently deliver marketing template messages to United States phone numbers. Nothing on your side changes that; reach those customers another way or inside a window they open.

Want campaign failures sorted by cause instead of lumped together?

We set up a business's WhatsApp number on a proper system that separates people held back by Meta's per-person cap from real failures, holds them for 24 hours instead of hammering them, and reports a campaign's true reach. A short call is the easiest way to see whether it fits your business.
