WhatsApp or the WhatsApp Business app for your shop? What WhatsApp says, and what its Business App Terms of 23 September 2026 say you agree to
If your shop answers customers from a personal WhatsApp, WhatsApp's own pages say which app a business should use, what the WhatsApp Business app adds, and, in the Business App Terms that took effect on 23 September 2026, what a business agrees to by downloading and using the app. Here is what those pages say, in plain language.

Two apps, one number each
WhatsApp's Help Center says WhatsApp Messenger, the ordinary app, and the WhatsApp Business app are two different apps. The Business app costs nothing to download, runs on Android and iPhone, and is meant to feel and work just like WhatsApp Messenger.
- One number, one app
- You cannot use the same phone number in both apps at the same time. You can use both apps at once, but each account must be on a different number.
- Moving across
- An existing WhatsApp Messenger account, including its chat history and media, can be moved to the Business app. If you stop using the Business app, the account and chat history can be moved back.
- What customers see
- WhatsApp's Help Center tells customers that a business may stop using the Business app at any time. If it starts using it again, they see yellow messages inside the chat telling them so.
Which numbers can register, and what moves and what is lost on the way, are in our guide to moving your number to the WhatsApp Business app and back.
Which one WhatsApp says a business should use
WhatsApp's pages draw the line clearly. The Help Center says the Business app was built with the small business owner in mind, and that if you are not a business, there is no need to download it. WhatsApp's business site calls ordinary WhatsApp a personal messaging app, and says you can message individual customers from a personal account, but you and they will likely find it limiting.
On size, the Help Center describes the Business app as a way for a small business to talk to customers from a single device, reaching hundreds of customers, and the WhatsApp Business Platform as the product for medium to large businesses with high volumes of conversations. The difference between those two is in our guide to the Business app or the Business Platform.

What the Business app adds
WhatsApp's business site lists what the Business app gives a small business on top of ordinary WhatsApp:
- Business profile
- A description, email, website link, address and other details a customer may want to know.
- Catalog
- A place to show products or services that customers can browse, select and share.
- Messaging tools
- Automated greeting and away messages, and quick replies for the questions customers ask most.
- Labels and lists
- Ways to organise chats and contacts so customer messages do not get buried, and to keep work and personal chats more clearly apart.
- Measurement
- Stats on your conversations and on the messages you send.
- Ads that click to WhatsApp
- Ads on Facebook and Instagram that open a chat with your business.
WhatsApp's comparison page adds that messages between people and businesses are protected by the same encryption as personal ones. Setting up the catalog is covered in our guide to the catalog and cart in the WhatsApp Business app.
What signing up asks for
WhatsApp's Help Center sets out the steps after you download the Business app:
- 1. Agree
- Review the WhatsApp Business Terms of Service (and, in some regions, a privacy policy), then tap Agree and continue.
- 2. Verify
- Verify your phone number. WhatsApp looks for a backup linked to the number, and you may be able to restore your chat history from it.
- 3. Name and categories
- Enter a business name, then choose up to three business categories from WhatsApp's list. It is not possible to create a custom category.
- 4. The rest of the profile
- Add business hours, then a profile photo, an address, a website link and a description. The photo, the address and website screen, and the description can each be skipped and added later.
- Refine with Meta AI
- After typing a draft description, Refine with Meta AI offers a list of suggested descriptions, and Generate new descriptions offers more. WhatsApp says you can always edit a description that Meta AI business assistant wrote.
The Business App Terms: who may use the app
The WhatsApp Terms for WhatsApp Business App took effect on 23 September 2026. By downloading or using the app, you and the company you are authorised to represent agree to them. Outside what the terms call the European Region, the company you contract with is WhatsApp LLC.
- Business use only
- The app is for business, commercial and authorised purposes, not personal use. The acceptable-use section adds that it must not be used for personal, family or household purposes, or without the business licences that apply to you.
- The company's details
- The registration information you give must be your company's.
- The person who agrees
- You must be authorised to accept the terms and be at least 18, or the age of majority where you live.
- A clean record
- You must not have been suspended or removed from the Business app before, or have done anything that could lead to that.

Your account and your business name
- Accurate and current
- The account needs accurate, current and complete information, including a valid legal business phone number and the company name, and you must keep it up to date.
- Rules for the name
- The business name must not be false, misleading, deceptive or defamatory. It must not parody someone else or include character symbols, excessive punctuation or trademark designations, and it must not infringe a trademark or anyone else's rights.
- Names can be reclaimed
- WhatsApp reserves the right to reclaim an account name for any business or person with a legal claim to it.
- Linking to Meta
- WhatsApp may require you to link the account to your business's Meta business profile to use some or all features.
- Your costs
- You pay for your own mobile data plan, internet fees and any other fees and taxes that come with using the app.
What the terms make the owner's job
The section on the company's legal, privacy and security responsibilities puts these on the business:
- The law is yours
- You may only use the app if your use complies with the laws that apply to you, and working out your legal obligations is your sole responsibility.
- Notices and opt-in
- You must give customers the data notices they need, such as a privacy policy or labelling marketing messages, and get the consents needed, for example opt-in, to share their contact details with WhatsApp and message them.
- Stop means stop
- You must honour every customer request to stop or opt out of some or all of your messages.
- Customers can report you
- Customers can block you, mark your messages as spam or report you. These tell WhatsApp a business may be breaking its terms, and WhatsApp will then take appropriate action, which could include suspending or ending your use of the app.
- Not for staff chat
- The terms say the app is not intended for intra-company use, that is, for messaging inside your own company.
- Sensitive sectors
- WhatsApp makes no promise that the app meets the needs of businesses with stricter confidentiality rules for personal data, such as healthcare, financial or legal services.
- No emergency calls
- The app does not connect to emergency services such as the police, fire department or hospitals, so WhatsApp says a business should make sure it can reach them by phone or another service.
- Who may use the account
- Only people you authorise to act for the company may use it, and the company is responsible for everything done on the account. You must keep login details and devices secure and tell WhatsApp at once if you suspect a breach.
- No add-on tools without consent
- You must never scrape or extract data from the app. Unless WhatsApp permits it in writing, you must not resell it, or make it available over a network to several devices at once except through tools WhatsApp provides, and you must not build or use apps that interact with it without WhatsApp's prior written consent.
Our reading
Your content and WhatsApp's data
- A licence, not a transfer
- You give WhatsApp and its affiliates a worldwide licence to the content you put through the app, such as your logo and product photos and descriptions, to provide, run, develop, promote and improve the services and research new ones. Apart from that licence, you keep ownership of your content.
- What WhatsApp collects
- Information from your business account and registration, usage and log information, performance and diagnostics, your support requests, and information about you from other sources, including other users and the other Meta Companies.
- Shared within Meta
- WhatsApp may share that information with the other Meta Companies, who use it to run, improve and market their services. It may be moved to and processed in the United States and other countries where WhatsApp has or uses facilities or service providers, no matter where you use the app.
- Your catalog order
- You decide the order of your catalog. WhatsApp says it does not rank your catalog against any other business's goods or services.
Suspension, leaving, and later changes
- Limits and suspension
- If WhatsApp decides you have broken the terms or its policies, it can limit, throttle, suspend or terminate the account. It can also change, suspend or end your access at any time for any reason the law allows, including excessive negative feedback.
- No second account
- If WhatsApp terminates your account, you may not create another WhatsApp business account without its express written permission.
- After termination
- WhatsApp removes the account profile and keeps data linked to the account for up to 90 days. Copies may stay in its disaster-recovery backups for a limited time after that.
- Disputes
- California law governs the terms, and disputes go to courts in California, though WhatsApp may choose to bring a dispute in a court in your own country.
- Changes
- Changes take effect on the date WhatsApp publishes them, unless the law requires WhatsApp to give notice in advance. Carrying on using the app counts as accepting them, and the way to refuse is to stop using the app by deleting the account.

Questions
Can we run the shop from my personal WhatsApp?
You can message customers from a personal account, but WhatsApp's business site says you and they will likely find it limiting, and the Business app adds a business profile, catalog, automated messages, labels and stats. WhatsApp's Help Center says the Business app was built for small business owners.
Can I keep my personal WhatsApp and use the Business app too?
Yes, on two different numbers. WhatsApp says one number cannot be in both apps at the same time.
Does the Business app cost anything?
It costs nothing to download. The terms say you pay your own mobile data, internet fees and any other fees and taxes that come with using it, and some optional features cost extra. For example, WhatsApp's business site says ads that click to WhatsApp are paid for in Ads Manager.
Can staff use the Business app to talk to each other?
The Business App Terms say the app is not intended for intra-company use. They also say only people the company authorises may use the account, and the company is responsible for everything done on it.
What happens if WhatsApp closes our business account?
Under the terms, the profile is removed, data is kept for up to 90 days (with backup copies for a limited time after), and you may not open another WhatsApp business account without WhatsApp's express written permission.

Want every customer chat in one place your team controls?
We set up a business's WhatsApp number on a system its team runs, so every conversation sits in one inbox the business controls and the whole team can answer from it. A short call is the easiest way to see how that would work for you.
