Bulk WhatsApp sender tools and unofficial apps: what Meta's rules say can happen to your number

Sooner or later a business that uses WhatsApp is offered a tool that sends one message to thousands of numbers from an ordinary phone number, cheaply and without any approval from Meta. Meta's own rules say plainly what it thinks of that, and what it can do to the number. Here is what they say, and the route Meta does allow.

What these tools do

They go by names like bulk sender, blaster or auto-sender, or come as a modified copy of the WhatsApp app. What they share is that the messages leave from a number on the ordinary WhatsApp or WhatsApp Business app, with software pressing send over and over, rather than through Meta's Business Platform, where every message a business starts goes out from a template Meta has approved.

What Meta's rules say

The Messaging Guidelines
Updated on 23 September 2026, they tell every WhatsApp user not to use unofficial clients, bulk messaging, auto-messaging, auto-dialing or automation to harm WhatsApp or its users, and not to make repeated unwanted contact with people.
The Terms of Service
The version Meta served us forbids sending bulk messaging, auto-messaging, auto-dialing and the like, and any non-personal use of WhatsApp unless Meta has authorised it.
The Business Messaging Policy
It covers the WhatsApp Business app as well as the Platform. A business may contact only people who gave it their number and agreed to hear from it, and Meta may limit or remove access for messaging people at scale in an unauthorised manner.

What can happen to the number

Meta says it uses automated systems and human reviewers, working from account and profile information and from messages people report; the messages themselves stay end-to-end encrypted. Customers can block and report a business, and Meta's systems may limit how much a business can send because of it. The actions Meta lists run from a warning to temporary or permanent suspension of the account.

The consequence that lasts longest is in the small print. Under the terms, a person whose account is disabled agrees not to create another one without Meta's permission, and the Business Messaging Policy says a business terminated for violations may be barred, along with its organisation, from all future use of WhatsApp. For a business whose customers know one number, that number is the asset at risk.

The route Meta does allow

  1. Permission first. Only people who gave you their number and agreed to hear from your business, as the opt-in guide explains.
  2. Templates Meta has approved. On the Business Platform, a message the business starts is sent from a template; the 24-hour window guide explains when.
  3. Limits that grow with quality. Meta caps how many new people a number can reach in a day and raises the cap as quality holds, covered in the messaging limits guide.
  4. A way out for the customer. Customers can turn off a business's promotions from inside WhatsApp, described in the offers and announcements guide.

Meta charges for these messages, which a bulk tool does not. That is the price of a number that is still working next month.

Questions

Will Meta notice if we use a bulk sender?

Meta says it reviews account and profile information and reported messages with automated systems and people. Recipients who did not expect the message can block and report the number, and that feedback alone can limit what it sends.

If our number is banned, can we just open a new one?

The terms say a person whose account is disabled agrees not to create another without Meta's permission, and the Business Messaging Policy says a terminated business may be barred, with its organisation, from future use of WhatsApp.

Our provider asks us to scan a QR code with our phone. Is that a bulk tool?

Not by itself: some of Meta's own setup steps use a QR code too. The question to ask is whether messages the business starts go through Meta's Business Platform from approved templates. If they leave from the phone app in bulk, they are outside Meta's rules.

Is sending to our own customer list allowed?

Through the Business Platform, yes, to customers who gave their number and agreed to hear from you, using approved templates. The list being yours does not make an unofficial tool acceptable.

Reach your list the allowed way?

We set up a business's WhatsApp on Meta's Business Platform, with approved templates and a permission step, so promotions reach customers who agreed to them without putting the number at risk. A short call is the easiest way to see whether it fits your business.
