Why WhatsApp limits how many new customers you can message a day, and how the limit grows

A business number on the WhatsApp Business Platform starts with a ceiling on how many people it can write to first in a day. Meta calls it the messaging limit. It is a count of people, not messages, it never touches replies, and it grows in steps as the business proves itself.

What the limit actually counts

The messaging limit is the number of different customer phone numbers your business can start a conversation with, outside the 24-hour customer service window, in any moving 24-hour period. Three things follow from that wording, and each one matters for planning.

People, not messages
Ten template messages to the same customer count once. The limit is about how many new people you reach, not how much you send.
Replies never count
A customer who writes to you opens a 24-hour window, and anything you send inside it is a reply. Replies are outside the limit entirely, however many customers write in.
A moving 24 hours, not a calendar day
Capacity comes back as the conversations you opened pass the 24-hour mark, not at midnight.

One limit for the whole business

The limit is set for your business portfolio and shared by every WhatsApp number in it. If you run two numbers, one of them can use the whole allowance and leave the other with nothing that day.

The levels

A newly created business portfolio starts at 250 people a day. Above that, Meta's levels are 2,000, then 10,000, then 100,000, then unlimited. The first step up is the one that takes a decision from you; every step after it happens on its own.

250
Where every new business portfolio begins.
2,000
Reached by completing one of Meta's scaling paths below. Meta then reviews your message quality and approves or declines.
10,000, 100,000, unlimited
Reached automatically, one level at a time, once you are at 2,000 and meet the two conditions in the next section.

Getting from 250 to 2,000

Meta accepts either of two routes. Complete one and Meta looks at your message quality before deciding.

  1. Verify your business with Meta. Business verification is the document check that ties the account to a real company. For most businesses this is the faster route, because it does not depend on how much you have sent.
  2. Earn it by sending. Deliver 2,000 template messages to 2,000 different people, outside the window, within a moving 30-day period, using templates Meta rates as high quality. At 250 a day this takes at least eight days of full use with no quality problems.

If Meta approves, the limit moves to 2,000 straight away and you are told by email. If Meta declines, the limit stays where it is and the notice names what to do next, which can include verifying the identity of the person running the account.

Growing past 2,000 without asking

From 2,000 upward there is nothing to apply for. Meta raises the limit by one level, within six hours, whenever both of these are true at the same time:

You are using it
In the last seven days the business has used at least half of its current limit.
Meta rates your messages high quality
The rating covers all of your numbers and all of your templates together, so one poor template holds the whole business back.

The practical reading: a number that sends steadily and sends things people want climbs on its own. A number that sits idle, or whose templates Meta rates poorly, stays where it is.

Where to see your limit

In WhatsApp Manager, open Account tools, then Messaging limits. The panel shows the current level for the number. There is no need to guess from failed sends.

What this means for a launch

  1. Start business verification on day one. It is the route to 2,000 that does not depend on sending, and the one you can begin before the number has any history.
  2. Plan the first outreach in batches of 250 people. Spread a list over days rather than sending to everyone at once and watching most of it fail.
  3. Get customers to write first where you can. A customer who messages you from your website, a QR code or an ad opens a window, and everything you send in reply is outside the limit.
  4. Get the approved templates right before you scale. The way up depends on a high quality rating, and a poorly rated template pulls it down. The guide to the 24-hour window and templates explains which message needs a template.

Questions

Does the limit stop customers from messaging me?

No. Customers can always write to you, and your replies to them are never counted. The limit only applies to conversations your business starts.

I have two numbers. Do I get two limits?

No. The limit belongs to the business portfolio and both numbers draw from the same allowance.

Why has my limit not grown even though we are verified?

Verification takes you to 2,000. Beyond that, Meta raises the level only when you have used at least half of it in the last seven days and your messages are rated high quality. A quiet number, or one whose messages are rated poorly, does not move.

Does this apply to the WhatsApp Business app on a phone?

Meta documents these limits for the WhatsApp Business Platform, which is what a system connected to your number uses. This guide says nothing about the app on its own.

Planning a first outreach on WhatsApp?

We set up a business's WhatsApp number on a proper system, start business verification with it, and plan the first sends to fit the limit rather than fight it. A short call is the easiest way to see whether it fits your business.
