WhatsApp or Instagram DMs for customer conversations? What Meta's rules let a business do on each

In the Gulf, plenty of customers find a business on Instagram and send their first message there. The owner then asks a fair question: if they already write on Instagram, why run WhatsApp too? Meta answers it in its own rules. Both channels belong to Meta and both let a system answer customers, but they differ on one point that decides most of what a business can do: who is allowed to write first.

The difference in one line

On Instagram, a system connected to the business can only answer: the customer opens every conversation, and the business has a limited time to reply. On WhatsApp, the business can also write first, with the customer's permission and a message approved by Meta in advance. Everything below follows from that.

Instagram: the customer opens every door

Only the customer starts
Meta's page for systems connected to Instagram says conversations begin only when the Instagram user sends a message, from the feed, a post, a story mention or elsewhere. A system cannot open a conversation with someone who has not written.
A window to answer
Once the customer writes, the business has the standard messaging window to reply: 24 hours for most actions, or up to 7 days from the first message when the customer came through an ad that opens Instagram Direct. Inside that window a reply may include promotional content.
A little longer for a person
A reply typed by a member of staff can be tagged to use a separate 7-day window Meta calls Human Agent, for conversations that need more time than the standard window allows.
No route back after that
Meta's policy page lists one-time notifications, sponsored messages and news messages as not available for Instagram, and some of its message tags as Messenger only. Once the windows close, a connected system has no general way to reach that customer again until they write.
Strangers wait in Requests
A message from someone who does not follow the account lands in the Requests folder. Meta's page notes that requests left inactive for 30 days are no longer returned to a connected system.

WhatsApp: the business can write first, with permission

The same kind of window
When a customer writes, a 24-hour customer service window opens and the business can reply with any kind of message. An ad that opens WhatsApp can extend this, as the ads guide explains.
Templates outside it
Meta's pricing page says template messages are the only type a business can send outside that window. Each is written and approved in advance in one of three categories: marketing, utility for things like order updates, and authentication for login codes.
Permission first, and a charge
A business needs the customer's permission before writing first, and Meta charges for templates by category and country. That is the price of being able to follow up when the customer has gone quiet.

The details are in the 24-hour window guide, the opt-in guide, the pricing guide and the ads guide.

Using both, each for what it is good at

  1. Let Instagram do the discovering. People find a business through its posts and reels and write on impulse. Answer there, quickly, inside the window.
  2. Move the follow-up to WhatsApp. When a conversation will need an order update, a reminder or a quote next week, offer to continue on WhatsApp and record the customer's permission when they agree. That is the channel where the business may write first later.
  3. Say when a machine is answering. Meta's Instagram rules require an automated reply to say it is automated where the law demands it, and recommend it everywhere. Doing the same on WhatsApp keeps customers' expectations the same on both.

Questions

Can a business message a customer first on Instagram?

Not through a connected system. Meta's page says Instagram conversations begin only when the customer sends a message, and the business then has a limited window to reply.

How long does a business have to answer an Instagram DM?

24 hours for most messages, or up to 7 days from the first message when the customer came through an ad that opens Instagram Direct. A reply typed by a person can use a separate 7-day Human Agent window.

Can we send promotions in Instagram DMs?

Inside the window, Meta's policy page allows replies to include promotional content. Outside it, Meta lists sponsored messages and one-time notifications as not available for Instagram.

Why run WhatsApp if customers already write to us on Instagram?

Because on WhatsApp, with the customer's permission, the business can write first with a template approved by Meta: an order update next week, a reminder, an offer. Instagram's rules for connected systems only let the business answer.

Customers find you on Instagram?

We set up a business's WhatsApp on a proper system, with a link and a permission step so customers who find you on Instagram can carry on where you are able to follow up. A short call is the easiest way to see whether it fits your business.
