Blocking a customer on a WhatsApp business number: what it does, the 24-hour catch, and what happens when a customer blocks or reports you

A WhatsApp business number can block a person in two ways. In the WhatsApp Business app on the phone, it is a few taps from the chat, the same as on a personal phone. On a number run by a system on Meta's business platform, the system does it, and Meta adds one condition most owners do not expect: a person can only be blocked within 24 hours of their last message. Here are both, in plain language, from Meta's own pages, plus the other side: what WhatsApp receives when a customer blocks or reports your business, and how to tell a customer has blocked you.

Blocking from the WhatsApp Business app

WhatsApp's article How to block and report someone gives these steps for Android. Open the chat with the person, tap the menu icon, then More > Block > Block. You can also tap and hold the chat in your chats list, then Block > Block, or go to Settings > Privacy > Blocked contacts (on some phones Privacy > Contacts > Blocked accounts), tap the add icon and pick the person.

The Report to WhatsApp box
The Block screen has a box next to Report to WhatsApp. For a saved contact, WhatsApp says to untick it if you don't want to report the person you're blocking. For an unknown number, it says to tick it if you do want to report them.
A number you never saved
Besides the chat menu, an unknown sender can be blocked from Safety tools (Block contact > Block), or by tapping Block on the Not a contact notification.

Our reading

WhatsApp's Help Center articles describe WhatsApp in general, and some steps differ on iPhone, the web and desktop. Wherever this guide applies them to the WhatsApp Business app, read it as our reading of WhatsApp's pages, not a separate Business app rule.

What a block in the app does, and doesn't

No calls, no messages
WhatsApp says blocked contacts or phone numbers can no longer call you or send you messages.
Less of you on show
Your last seen, online, status updates and any changes to your profile photo are no longer visible to the person you blocked.
The chat stays
The existing chat remains in your chats list. WhatsApp suggests taking screenshots or backing up your chat history; you can delete or archive the chat if you want it out of sight.
Contacts are untouched
Blocking doesn't remove the person from your contacts, or remove you from theirs. Deleting a contact is done in your phone's address book.
It follows a number change, not a new account
If you change number with Settings > Account > Change number, your blocked contacts stay blocked. If you set up a new WhatsApp account, you have to block them again by hand.
Groups are separate
Blocking someone doesn't stop them seeing your messages in a group you are both in, and you will still see theirs there.

To unblock, go to Settings > Privacy > Contacts > Blocked contacts, tap the person and tap Unblock. WhatsApp says anything they sent while blocked, messages, calls or status updates, never reaches you after you unblock them.

Reporting a customer or an unknown sender

Open the chat, tap the menu icon, then More > Report, tick the box if you also want to block the sender, and tap Report. WhatsApp's article lists what it receives when you report someone:

  • up to the last five messages that person sent you;
  • if you spoke on calls, basic information about the last five calls, such as who started each one and how long it lasted;
  • which person or group was reported;
  • when each message was sent, and what type it was, such as an image, video or text;
  • and possibly how first contact between you began.

The person or group you report is not notified.

Groups cannot be blocked

WhatsApp's article How to block a group admin says a group can't be blocked. You can exit the group and block its admin, or report the group. Reporting a group removes you from it; to rejoin, an admin has to invite you again.

Blocking through a system on Meta's business platform

A number that runs on Meta's business platform rather than the app is blocked by the system that sends its messages. Meta's Block users page describes the effect on both sides, and it is symmetrical: once blocked, the person cannot reach you and you cannot reach them.

For the blocked person
They cannot contact your business, and they cannot see that you are online. Meta's page does not describe any notice telling them they were blocked.
For your business
You cannot message them either. Meta's page says any attempt to message a blocked person returns an error.
Immediately, and per person
Meta's page says the block is answered straight away, in the same reply, not later. When several people are blocked at once, each one succeeds or fails on its own, so a list of ten can come back as nine blocked and one refused.

You can only block someone who messaged you in the last 24 hours

This is the rule that surprises people. A number that spammed you last week cannot be blocked today through the platform; Meta's page lists this refusal under the same reply you get for a number that is not a WhatsApp user at all. If someone is a problem, the block has to happen while the conversation is fresh, which in practice means the agent who sees the message needs a block button, not a form to fill in later.
Only people, not businesses
Meta's page says you can't block another WhatsApp business account this way (one version of the page says any other WhatsApp account), and you can't block your own number.
Up to 1,000 at a time
One request can carry at most 1,000 people. A request that is too large, or too many requests in a short time, is refused for rate.
A list of 64,000
The blocklist on one number holds up to 64,000 people. Once the list reaches 64,000, Meta's page says further blocks are refused.
Unblocking has the same catch
Unblocking works the same way, one person at a time. Meta's page shows that an unblock can also be refused when the person has not messaged in the last 24 hours, so don't count on lifting a block whenever you like.
Listable
Your system can ask for the current blocklist, a page at a time. Meta's list shows only who is blocked. Who blocked them and why must be kept by your own system.

When a customer blocks or reports your business

A customer blocks a business from the chat by tapping the business's contact info > Block, choosing a reason for blocking, and tapping Block. They can also scroll to the bottom of your business profile and tap Report business, with a box to block the business at the same time.

WhatsApp's article About detecting violations explains what follows. Because WhatsApp messages are end-to-end encrypted, WhatsApp uses information from WhatsApp users, from your business account and registration, and other information to spot businesses that may be breaking its business policies. When a user blocks or reports a business, WhatsApp receives the last five messages the business sent that user, which account was reported, when each message was sent and what type it was. WhatsApp may also review an account using user information when profile information is submitted or updated.

Our reading

Every customer who blocks you hands WhatsApp your last five messages to them, so those five messages are your case. Write each one as if a stranger at WhatsApp will read it, because one may. How customer blocks feed your number's standing is in the quality rating guide, and Meta's own enforcement in the policy violations guide.

Signs a customer has blocked you

WhatsApp's article Being blocked by someone lists these indicators:

  • your messages show only one grey check mark, never a second one or the blue read confirmation;
  • you can't see their status, or updates to their profile photo;
  • you can no longer see their last seen or online;
  • calls you try to place don't go through;
  • you can't add them to a group, even as a group admin.

WhatsApp adds that all of these together could mean you are blocked, but they may also have other causes. It can't tell you whether someone has blocked you or who, and it can't remove a block for you.

Our reading

Don't chase a customer who has gone quiet from a second number. They have already told WhatsApp, in the plainest way the app allows, that they don't want your messages, and a new number writing to them is the next thing they can block or report.

The rule behind it: permission first

WhatsApp's article How to comply with the WhatsApp Business Messaging and Commerce policies says every business must follow both policies. Under the Business Messaging Policy, a business may only contact someone on WhatsApp if that person has given the business their mobile number and agreed to be contacted by the business on WhatsApp. Confusing, deceiving, defrauding, misleading, spamming or surprising people with business messages breaks that policy.

On Meta's business platform, customers must opt in before a business can message them outside the 24-hour window. WhatsApp adds that a customer reaching out to a business is not an opt-in: they still have to opt in to receive future proactive messages from it. The full picture is in the opt-in guide.

What a customer sees when your number writes first

WhatsApp's article How to stay safe on WhatsApp says that when someone not saved in your contacts messages you for the first time, WhatsApp shows details to help you decide how to respond: that they aren't a contact, whether you have groups in common, and which country their phone number is registered in. From there the person can add, mark as trusted, block or report the sender. The same article says that when you receive a first message from someone not in your contacts, your read receipt doesn't show to the sender until you reply or add them as a contact.

Our reading

For a customer who hasn't saved your number, your first message arrives next to a Block button. Say who you are, why you are writing and how they gave you their number, in the first lines. And no blue ticks on a first message doesn't mean you are blocked; the customer may simply not have replied yet.

Two things blocking is not

It is not the quality rating
Customer blocks, and the reasons customers give, feed your number's quality rating, and a number that isn't rated high quality holds back messaging-limit increases (see the quality rating guide). That is the opposite direction. Meta's block page does not say that blocking a customer yourself affects your rating either way.
It is not the same as a report
On Meta's business platform, blocking removes a person from your number's reach and Meta's page describes nothing being filed with Meta. In the app, reporting is its own choice: the Report to WhatsApp box on the Block screen, or More > Report in the chat.

Using it well

  1. Put the block where the agent is. On Meta's business platform the 24-hour condition means the decision has to be made in the chat, by the person reading it. A weekly review list arrives too late.
  2. Record the reason. Neither the app's Block steps nor Meta's blocklist, as their pages describe them, ask you why someone was blocked. Keep the reason yourself, with who blocked and when, so a block can be defended or lifted later.
  3. Decide who may block. A blocked customer cannot reach you at all, including to complain or to pay. Abuse and scams are clear cases; an annoyed customer is not.
  4. Screenshot before you block. WhatsApp itself suggests screenshots or a backup, and anything sent while someone is blocked never arrives, even after an unblock.
  5. Check before a campaign. Meta says messages to a blocked person return an error, so a system that knows the blocklist can leave them out of a campaign.

Block abusers without hesitation, report the ones who deserve it, and treat every customer who blocks you as a warning about your last five messages. The surest way to be blocked less is to message only people who agreed to hear from you.

Questions

We were spammed three days ago. Can we block the number now?

On a number run through Meta's business platform, not with Meta's block, which only accepts a person who messaged you in the last 24 hours. If they write again, block them then. WhatsApp's Help Center states no such time limit for blocking in the app.

Will the person know they were blocked?

Neither Meta's block page nor WhatsApp's Help Center describes any notice. The person may see the signs: one grey tick, no last seen, online or profile photo updates, and calls that don't connect. WhatsApp says it can't tell anyone whether they were blocked, or by whom.

If I report a customer, are they told?

No. WhatsApp says the person or group reported is not notified. WhatsApp receives up to the last five messages they sent you and, if you spoke on calls, basic information about your last five calls with them.

Can we block a whole group?

No. WhatsApp says a group can't be blocked. You can exit it and block the admin, or report the group, which also removes you from it.

What does WhatsApp see when a customer blocks our business?

The last five messages your business sent that customer, which account was reported, and when each message was sent and its type. WhatsApp uses this, with your account and registration information, to identify businesses that may be breaking its policies.

Can WhatsApp tell us which customers blocked us, or lift a block?

No. WhatsApp says it can't tell you whether someone has blocked you or who, and it can't remove blocks on your behalf.

Does blocking people hurt our number's standing with Meta?

Meta's block page says nothing about it either way. What Meta does describe is customers' blocks and block reasons feeding your number's quality rating.

Want a block button in the chat, with the reason kept?

We set up a business's WhatsApp number on a system where an agent can block an abusive sender from inside the conversation and note why. A short call is the easiest way to see whether it fits your business.
