Ads made from the WhatsApp Business app: making one, review and rejections, and the numbers Meta shows

The WhatsApp Business app can make a Facebook or Instagram ad that opens a chat with the business, without going to Ads Manager. WhatsApp's Help Center explains how to make one, what happens at review and when an ad is rejected, why an ad stops showing, and what the numbers in the app mean. Here is what those pages say.

Making the ad from the app

WhatsApp's Help Center says the app can create Facebook and Instagram ads that lead to a WhatsApp chat with the business, with the owner choosing the photos, budget, how long it runs and who sees it. Its steps are for the app on WhatsApp Web:

Start
Click the Ads icon in the left menu, or Tools, then Advertise, then Create ad.
The ad itself
Add one or more photos and write a description. On Android, Meta adds design templates whose colours and layout can be changed.
Who sees it
Choose a saved audience or make a new one. Meta's examples of what an audience can be based on are age, gender and location.
Where, how much and how long
Pick where the ad shows, a daily budget and how many days it runs, then a payment method.

Making an ad shares the business's profile name with Meta to show in the ad, and its profile photo too if the photo's privacy setting is Everyone.

Separately, the app can share some customer activity with Meta to help ads reach the right people: order details such as an order's status and when it was created, updated or paid. WhatsApp's Help Center says the content of messages and calls is not shared, and neither are customers' names, email addresses or phone numbers. The setting can be changed at any time under Tools, then Your customers' activity.

Review, and when an ad is rejected

Every ad is checked against Meta's advertising policies and WhatsApp's business policies before it goes live. The Help Center says reviews typically take 24 hours, and no new ads can be made while the ad account itself is in review.

A rejected ad
It shows as Rejected under Advertise, then Manage ads, or a banner says the ad was rejected. Opening it explains why. If the decision looks wrong, tap Request review.
A rejected ad account
No ad made with that account can run, and a banner says the business can no longer run ads. Its View more link opens Ad account settings with the reason and the same Request review option.

Approved, then rejected

Approval is not always the end of it. Meta's general ads article explains that its review relies mainly on automated technology, with people who train that technology and sometimes check ads themselves. An ad that was already approved can be picked for another review at random, when it gets unexpectedly high engagement, especially reports, blocks or hides, or when reports suggest the first review missed something. Editing an ad that is already running sends it back to review. Meta does not say anything during that second review unless the ad is found to break its Advertising Standards; then the ad is rejected and stops showing. Our reading: if a WhatsApp ad that ran for days suddenly shows as Rejected, look at what people have been hiding or reporting before assuming the review got it wrong.

Paying, pausing, and why an ad stops

A running ad can be paused and resumed at any time. Deleting it is permanent. The Help Center gives two common reasons an ad stops showing on its own:

Spending limit reached
Ads pause once the account spending limit is reached. The limit is changed in Ad account settings.
Payment problems
A failed payment or an unpaid balance stops delivery straight away.

Each ad carries a status: active, in review, not delivering, completed, paused or rejected. Not delivering is the one to watch; Meta's description of it points to the daily budget or the payment.

Payments sit under Advertise, then Ad account settings, then Ad payments. The Help Center says a card is not required: depending on the country and currency, the choices include cards, PayPal, direct debit from a bank account and local manual payment methods. Prepaid funds are used before any other method. Meta may place a temporary hold on a payment method to check it, which it removes automatically. The payment threshold sets how often the business is billed, and the account spending limit pauses every ad once it is reached, until the limit is raised, reset or removed. Refunds are requested from the same screen, under Get payment support, with updates sent by email.

When a payment fails, or the account is restricted

The ad made in the app runs on an ordinary Meta ad account, so Meta's general ads pages apply. When a payment fails, Meta pauses the ads and disables the ad account until the amount due is paid, and charges nothing more in the meantime. The fix is in Billing & payments: choose the ad account, then Payment methods, then Pay now, with the same card or a new one; if it keeps failing, Meta suggests trying later with a different card. If the ads are still paused after paying, Meta says the daily spending limit it sets may have been reached. Before adding a card, Meta's checklist is: enabled for online payments, carrying a security code, not about to expire, with enough funds, linked to a phone you can receive a code on, and not already on too many ad accounts, typically no more than 10. Separately, Meta can restrict an advertiser: a lower daily spend, fewer payment or ad features, or no advertising at all, for breaking its policies, a suspected hacked account, missing two-factor authentication, or unusual or failed payments. Restrictions are dealt with in Business Support Home, where an admin can request a review. One deadline is worth knowing: an ad account disabled for a policy breach that is still not reinstated after 6 months cannot be reinstated, and unused prepaid funds may be lost where the law allows.

Meta's help article on that review gives the steps: in Business Support Home, open Account status overview, choose the restricted account, then select Request review under What you can do. Only an admin on the account can ask. Meta says a review is typically finished within 48 hours, though some take longer. If the restriction is lifted, ads that were running before it do not restart by themselves; they have to be switched back on in Meta Ads Manager. The number of reviews is limited, and once a review is finished, the decision is final.

The numbers the app shows

Under Tools, then Manage ads, each ad opens to its key numbers, and See all opens a fuller view. The Help Center defines them:

Reach
How many different people saw the ad; someone who saw it three times counts once. The estimate shown while making the ad may not match.
Ad clicks and cost per link click
How often the ad was tapped, and the spend divided by link clicks. While an ad runs this is approximate, can include amounts not yet invoiced, and can take up to 48 hours to settle.
Conversations started
How many chats began from the ad.

Meta says results often improve after the first two days, and that some numbers are not available for businesses and ads in Europe and Japan.

Our reading: judge the ad on chats, then on sales

Conversations started is the number closest to what the ad is for. Give a new ad two days before changing it, then compare how many of those chats became customers, which the app does not count for you.

What Meta does and does not charge once a chat starts from an ad is in the click-to-WhatsApp ads guide, telling Meta which chats became sales in the conversions guide, and where an ad fits in a new account's first week in the first-week guide.

Questions

Our ad was approved and ran for days. Why is it rejected now?

Meta says an approved ad can be reviewed again: at random, after unexpectedly high engagement such as reports, blocks or hides, or when reports suggest something was missed. Editing a running ad also sends it back to review. If it is then found to break the Advertising Standards, it is rejected and stops showing.

Meta lifted the restriction on our ad account. Why are our ads still off?

Meta says ads that were running before a restriction are not restarted automatically when it is lifted. They have to be switched back on in Meta Ads Manager.

A payment failed and our ad account says disabled. Does Meta keep charging us?

No. Meta's Business Help Center says a failed payment pauses the ads and disables the ad account until the amount due is paid, and nothing more is charged in the meantime. Pay it under Billing & payments, Payment methods, Pay now. If the ads are still paused afterwards, Meta's daily spending limit may have been reached.

Can we make a Facebook or Instagram ad from the WhatsApp Business app?

Yes. WhatsApp's Help Center says the app can create Facebook and Instagram ads that open a WhatsApp chat with the business, with your own photos, budget, duration and audience.

How long does Meta take to approve an ad made in the WhatsApp Business app?

The Help Center says reviews typically take 24 hours. New ads cannot be made while the ad account itself is in review.

Our WhatsApp ad was rejected. What can we do?

Open it under Advertise, then Manage ads, to see the reason. If you think the decision is wrong, tap Request review.

Do we need a credit card to pay for ads from the WhatsApp Business app?

No. WhatsApp's Help Center says that, depending on the country and currency, payment can also be by PayPal, direct debit or a local manual payment method, and prepaid funds are used first.

What does Meta take from our WhatsApp profile when we make an ad?

The business profile name, and the profile photo if its privacy setting is Everyone, so they can appear in the ad.

Does the WhatsApp Business app share our customers' orders with Meta for ads?

It can share order details, such as an order's status and when it was created, updated or paid, to help ads reach the right people. WhatsApp's Help Center says message and call content and customers' names, emails and phone numbers are not shared. The setting is under Tools, then Your customers' activity.

Why did our WhatsApp Business app ad stop showing?

The Help Center's two common causes are reaching the account spending limit and a payment problem, such as a failed payment or an unpaid balance.
