WhatsApp groups run by a business: who qualifies, the eight-person limit, and how Meta charges per member
A business number on the WhatsApp Business Platform can now create and run small groups: invite-only, up to eight people, with the business as the one company in the room. Meta opens this only to numbers with an Official Business Account, the blue tick. Every message you send to a group is charged per person it reaches, and a window opened by any member is a window with the whole group. Here is what Meta's pages allow, forbid and charge.

Who can use it
Meta's page says the Groups API is open to all businesses with an Official Business Account. That is the whole eligibility rule, and it excludes most businesses, because the blue tick goes to notable businesses that apply and are accepted. Two further exclusions: numbers that live in the WhatsApp Business app, and numbers onboarded through Meta's multi-solution arrangement.
What this is not
Communities are a third thing again. A WhatsApp community gathers topic groups under one announcement group that only its admins can post to, with up to 2,000 members; members can reply, react and see how many others there are, and only admins see who they are. WhatsApp's Help Center says a WhatsApp Business app account can take part in communities it already belongs to, but cannot create one. For one-way updates to any number of followers, the channels guide applies.
What a platform group is
- Invite only
- Participants join through an invite link your system sends them. Meta's page says the link carries context about the group so the person can decide whether to join. Groups can also be set to require a join request.
- Up to eight participants
- Meta's maximum. One business per group.
- Up to 10,000 groups per business number
- The ceiling is on groups, not on people: many small rooms, not one big one.
- What can be sent
- Text, media, and templates with text or media. Group messages can be pinned and unpinned. Templates used in groups get no performance metrics, and Meta advises creating templates specifically for groups rather than reusing one-to-one ones.
- What cannot
- Calls, disappearing messages, view-once media, authentication templates, catalog and commerce messages, and interactive messages. Sent messages cannot be edited or deleted, and the participant list cannot be hidden.
Management is from your system: create and delete groups, get and reset the invite link, remove participants, read group info, list the active groups, update settings.
Meta's newer groups pages add a few practical rules:
- Sending the invite
- Three ways, Meta says: paste the link into a one-to-one chat, use the group invite template from Meta's Template Library (a utility template), or write your own marketing template.
- When someone cannot join
- Meta's FAQ gives three reasons: the invite link was deleted, the person was removed from the group before, or the group is already full.
- Pinned messages
- Only the group admin can pin or unpin, one message at a time. With three already pinned, pinning another unpins the oldest.
- Deleting a group
- Nobody, the business included, can message it afterwards. Messages that reached Meta before the deletion may still arrive at the business's system.
- Where
- Every country where Meta's Cloud API is available.
- What the customer sees
- WhatsApp's Help Center tells customers that joining a business's group is optional: they tap Join group to join, Exit group to leave at any time, and Safety tools to review their privacy. It warns them that live location sharing may also be unavailable, that members may not be able to become admins, and that they may not be able to invite the business to their other groups. A business cannot add someone whose group privacy settings prevent it.
How the 24-hour window works in a group
In a one-to-one chat, a customer's message opens a window between you and that customer. Meta's pricing page says a group is different: when any member messages you, a customer service window opens, or refreshes, between you and the entire group. One active member keeps the room open for everyone in it. Everything else about the window is unchanged; the window guide applies.
What Meta charges
- Per person reached
- Meta's page is explicit: a billable message sent to a group is charged once for every member it is delivered to, at the rate for that member's country. A marketing template to a group of five, delivered to four, is four marketing messages.
- Inside the window, since 1 October 2026
- Utility templates sent inside an open group window are charged. Plain typed messages are free only while the business number is inside its monthly free tier of 1,000 service messages, and that tier is shared with your one-to-one chats, with each group send using one unit per member it reaches. Before 1 October 2026 both were free inside a group window.
- Outside the window
- Templates, charged by category per recipient, as in any other chat.
A group of eight that chats every day therefore uses the free tier eight times faster than one customer would. The guide to the 1 October reply charge explains the tier, and the guide to how Meta charges the categories.
Questions
Can a customer leave our WhatsApp group?
Yes, at any time. WhatsApp's Help Center tells customers that joining a business's group is optional and that they can leave by selecting Exit group.
We don't have the blue tick. Can we use groups?
Not on the platform. Meta's page limits the Groups API to businesses with an Official Business Account. The blue tick guide covers how that is applied for; the groups come after it.
Can we put all our customers in one group?
No. A platform group holds at most eight participants, and participants join by invitation. For reaching many customers at once the tool is a template message sent to each of them, with their opt-in, not a group.
Can our business create a WhatsApp community?
Not from the WhatsApp Business app. WhatsApp's Help Center says a business app account can take part in communities it already belongs to but cannot create one. A community holds up to 2,000 members, and only its admins can post announcements.
Is a message to a group one message?
For Meta's invoice it is one message per member it is delivered to. Eight members, eight deliveries, each at that member's country rate if the message is billable.
Why can't a customer join our WhatsApp group from the invite link?
Meta's FAQ lists three reasons: the link was deleted, the customer was removed from the group before, or the group already has its eight participants.
Who opens the window in a group?
Anyone. A message from any member opens or refreshes a window between the business and the whole group, so your replies to all of them are inside it.

Running client projects in WhatsApp groups from a personal phone?
We set up a business's WhatsApp number on a proper system, with every conversation, one-to-one or group, in one place the business owns. If your number qualifies for groups we build them in; if it does not yet, we tell you what the blue tick needs. A short call is the easiest way to see whether it fits your business.
